A supplier, the distribution system operator and the transmission system operator may recover as a simple contract debt in any court of competent jurisdiction, any amount due and owing in respect of the PSO Levy or PSO Payment, from each person who has, by virtue of this Order, a duty to pay the PSO Levy or PSO Payment to such supplier, the distribution system operator, the transmission system operator or the final customer, as the case may be.]
