Subject to, where applicable, the Authority being satisfied of the matters referred to in section 103(3)(a) or (c), or both, as the case may be, a licensee of a gambling licence, other than a Business to Business gambling licence, may, without a Business to Business gambling licence, manufacture, adapt, install, maintain or upgrade software for use by the licensee concerned in providing a relevant gambling activity.
