18. The Minister may prescribe a fee where an application is made for—

(a) a licence under section 12,

(b) the renewal of a licence under section 15, or

(c) a copy of a licence under section 17,

and such fee shall be recoverable by the Executive as a simple contract debt in any court of competent jurisdiction.
