71.(1) The Minister may make arrangements for the dissemination of information and advice on matters relating to health and health services.

F149[(2) A health board shall, in respect of its functional area, develop and implement health promotion programmes, having regard to the needs of people residing in its functional area and the policies and objectives of the Minister in relation to health promotion generally.]
