20. Section 29 of the Act of 2010 is amended—

(a) in subsection (11) (e), by deleting “(not being a specified person)”, and

(b) in subsection (18A) (inserted by section 9 of the Road Traffic (No. 2) Act 2011), by inserting “or on behalf of” after “issued by”.
