33.—(1) F28[An education and training board] shall supervise the implementation of a Youth Work Budget in order to ensure that the expenditure for the financial year concerned does not exceed the expenditure approved or determined by the Minister under section 32(4) or (6) for the financial year.

(2) F28[An education and training board] may, with and in accordance with the prior approval in writing of the Minister, amend a Youth Work Budget that has been approved by the Minister in accordance with section 32.

(3) If the amount of expenditure incurred by F28[an education and training board] in a financial year is either greater or less than the amount approved or determined by the Minister under section 32(4) or (6) for the financial year, F28[the education and training board] shall—

(a) charge the amount of the excess of unapproved expenditure, or

(b) credit the amount of the surplus,

to the Youth Work Budget for the next following financial year.
