(1) An electric scooter user shall not drive an electric scooter on a roadway in such a manner as to result in more than 2 electric scooter users driving abreast, save when overtaking other electric scooter users, and then only if to do so will not endanger, inconvenience or obstruct other traffic or pedestrians.

(2) Electric scooter users on a roadway shall drive in single file when overtaking other traffic.]
