Except by an election of all the representatives to the Parliament, no action shall be taken to fill a vacancy in the representation in the Parliament caused by the death or cesser as such representative of a person who has died or resigned or otherwise ceased to be a representative in the Parliament while the trial of the petition relating to that person is pending or proceeding.
