(1) A person shall be guilty of an offence if, between the date of publication of the notice of election and the date on which the return is made by the returning officer under rule 92 of persons elected to be representatives in the Parliament for a constituency, the person acts in a disorderly manner at a lawful public meeting held in connection with the election.

(2) A person who aids, abets, counsels or procures the commission of an offence under paragraph (1) shall be guilty of an offence.
