The local returning officer, the local returning officer’s assistants and clerks, members of the on duty, the agents of the candidates appointed for this purpose under rule 25, and no other person, except with the permission of the local returning officer, may be present at the proceedings on the issue of postal ballot papers and on the opening of the postal voters ballot boxes and the envelopes contained therein.
