Duty of F80[Child and Family Agency] to institute proceedings.
16.—Where it appears to F81[the F80[Child and Family Agency] that a child] requires care or protection which he is unlikely to receive unless a court makes a care order or a supervision order in respect of him, it shall be the duty of the F82[Agency] to make application for a care order or a supervision order, as it thinks fit.
