14.—Where a parent of a F62[child] applies to the court for an order for the production of the F62[child] and the court is of opinion that that parent has abandoned or deserted the F62[child] or that he has otherwise so conducted himself that the court should refuse to enforce his right to the custody of the F62[child], the court may in its discretion decline to make the order.
