Duty of F75 [ Child and Family Agency ] to institute proceedings.

16.Where it appears to F76 [ the F75 [ Child and Family Agency ] that a child ] requires care or protection which he is unlikely to receive unless a court makes a care order or a supervision order in respect of him, it shall be the duty of the F77 [ Agency ] to make application for a care order or a supervision order, as it thinks fit.
